We put in knowledge that, in March 15,  2007 was celebrated the World-Wide Day of  Consumers Rights in the  Raúl Porras Barrenechea  room at Congress of the Republic of Perú, event in which was reading  the Statement and Agreement of Constitution of the National Council of Consumers Organizations  and Users of Peru (CONACUP), document subscribed by 60 Consumers Organizations, including director of ASPEC and 60 leaders of opinion, and other institutions of social responsibility, by which became public the agreement to express the will to constitute the CONACUP with the intention of acting with greater force through an effective national horizontal cover, with projection to a International Sinergic Network to sensitize and to develop Rights of Third Generation, which will take place, as it was mentioned at  March 15,  in the next National Congress to be carried out in the term of three months, with the purpose that the CONACUP will publish, conformed and represented in democratic form, and with transparent to the public opinion  by all the institutions interested in his right to participate freely in this national council.

In order to do this agreement, has been in charge to a group of Consumers Organizations, headed by the Consumer World Organizaition (CWO-OMCO).  These must present an Organization Plan  (rough draft) with a view to formalizing the CONACUP, Organism that will have Consultative character, Promotional and Representative to the international forums, that promotes “rights of third generation” extending the concept of Reclamation Culture  to a Responsible Culture Consum and a New Culture of Peace that allows to reach the Sustainable Development  through the Citizen Participation in the Stable Democratic Governability, and with projection to a Universal Democracy articulating the Objectives of Development of the Millenium of United Nations.

Let  know, that the CONACUP has like logical frame at the WORLD-WIDE COUNCIL OF CONSUMERS ORGANIZATIONS  FOR THE SUSTAINABLE DEVELOPMENT (COMOCODES), a consultative organ and of consultant's office of the upper level, maintaining to the Consumers Organizations, and other associative forms of citizen participation, like organs of management through a normative centralization with total executive decentralization. As it comes happening with the OMCO, that comes making activities from management and consumer education  and users since their foundation in 1996.

Also we see with approval that our initiative is having echo in ASPEC, whose directors come promoting the foundation of an intermediate organism denominated LATIN AMERICAN COUNCIL AND FROM the CARIBBEAN OF CONSUMERS ORGANIZATIONS, represented, according to the invitations that sent  us to attend this event, by few consumers organizations located in some countries, that not doubt will be an interesting beginning to promote and to fortify the reclamation culture  of the consumers and users of this one side of our continent. Mainly in Peru, so that we are sure that they will invite those more than 60 Consumers Associations of the country to participate in the important event that are organizing.

In such sense we're pleasant to communicate you that the council that you are promoting and the CONACUP, would work very closely, in the way to the globalization to the defense of the Consumers Rights, reason why we invite you to be a part of the initiative WORLD-WIDE COUNCIL OF CONSUMERS ORGANIZATIONS FOR SUSTAINABLE DEVELOPMENT - COMOCODES, in the certainty that the voice of the consumers and the union of them will constitute a mega paradigm, between others, will contribute to the sustainable development, reason why we congratulate, and you will have all our support for the best success of its assignment.

This recognition will be put in knowledge to the public opinion, and to all the consumers organizations in Peru and to the different associative forms of the civil society including NGO's, that in the country  border a 5 thousand associations without profit to act in democracy subjects, education development , environment protection, use of clean technologies, responsible consumption, reclamation culture, development of the local economies, among others.
